Eng-Wong, Taub & Associates served as traffic consultant as part of a multi-firm team retained by the Port Authority of New York and New Jersey to design, build, operate, and maintain an 8-mile light rail system linking JFK International Airport terminals and parking in Queens with LIRR commuter rail and NYCT subway facilities. The award-winning AirTrain system has been in operation since 2003, and we had a wide variety of roles and responsibilities on this project: - Led an extensive data collection program along the Van Wyck Expressway corridor from the airport to Hillside Avenue, as well as on several adjacent roadways
- Assessed potential traffic issues during the construction period along primary routes in the corridor, including the Van Wyck Expressway;
- Developed traffic mitigation strategies and assessed maintenance and protection of traffic plans for each construction stage;
- Developed recommendations for lane closure hours on the expressway and analyzed potential impacts of traffic diversions on the adjacent service roads;
- Participated in the development of an operations protocol manual establishing incident response procedures for the corridor;
- Staffed the traffic operations center in Queens from which traffic conditions in the study area were monitored and advisory warnings were provided to motorists through variable message signs and highway advisory radio;
- Coordinated with station architects and engineers to develop plans accommodating passenger flow needs at 10 new light rail terminal stations, including platform and passenger circulation element designs; and
- Assisted in the development of alternative platform, passageway, stairwell, escalator, and concourse level configurations to accommodate projected train passenger loadings and meet Port Authority access needs and NFPA requirements.
