Since the early 1990s, Eng-Wong, Taub & Associates served as traffic consultants on multiple contracts for the proposed $6 billion expansion of Long Island Rail Road commuter rail service to Grand Central Terminal (GCT) on the east side of Midtown Manhattan.

  • Feasibility Study: Evaluated three alternative sites for the proposed LIRR terminal, including an assessment of passenger flows to, from, and within the various sites, as well as taxi and bus drop-off issues.

  • Major Investment Study: Completed passenger evacuation studies under NFPA 130 guidelines; studied pedestrian flows throughout the upper and lower concourse levels of GCT; studied connections to the Lexington Avenue line including platform and vertical circulation element capacity; and assessed on-street pedestrian and vehicle capacities and levels of service.

  • Draft and Final EIS: Provided detailed assessments of the entire GCT complex, including new vertical elements to serve the Metro-North North End Access plan and proposed access and circulation plans to accommodate LIRR riders; helped evaluate passenger access, circulation, and platform loading; assessed on-street pedestrian flows; performed detailed traffic and parking impact analyses at LIRR stations in eastern Queens and Long Island; performed in-depth analyses of taxi access and loading needs in the GCT area; and addressed traffic study areas encompassing approximately 90 intersections, potential pedestrian impacts at station access locations, and parking utilization and needs at rail stations.

  • Subsequent Work: Evaluated new conceptual plans for station access and urban plaza designs during the Systems Engineering contract; and performed analyses of truck activity in the 50th Street corridor for a proposed LIRR dock under the General Engineering Contract.
